CMS Announces Hospice Proposed Rule

The Centers for Medicare & Medicaid Services (CMS) has issued a proposed rule that will update the Medicare hospice wage index, payment rates and cap amount for fiscal year 2018.

As proposed, CMS expects hospices will see an estimated 1% ($180 million) increase in Medicare payments, a 1% increase in cap allowance and a 7% increase in expenditures for FY2018, the latter due primarily to an increasing number of Medicare beneficiaries. The rule also solicits comments regarding the source(s) of clinical information for certifying terminal illness and proposes changes to the Hospice Quality Reporting Program (Hospice QRP), including proposing new quality measures utilizing data collected in the Hospice CAHPS survey.

In addition, the proposed rule discusses new quality measure concepts under consideration for future years, solicits feedback on an enhanced data collection instrument and describes plans to publicly display quality measure data via the Hospice Compare website in 2017.
