PQRS CAHPS Survey

PHYSICIAN QUALITY REPORTING SYSTEM CAHPS (PQRS)

Press Ganey is a CMS-certified vendor to administer the 2016–2017 CAHPS for PQRS Survey. PQRS CAHPS administration begins in November 2016 and will continue through February 2017 for mandatory and voluntary participants. Under the PQRS program, PQRS CAHPS is required for those reporting as groups with 100 or more eligible professionals and voluntary for those reporting as groups with 2–99 eligible professionals. The data collected from the 2016–2017 PQRS CAHPS administration is based on visits billed in 2016 and will impact the 2018 payment determination.

TRANSITION TO MERIT-BASED INCENTIVE PAYMENT SYSTEM (MIPS) CAHPS

The 2015 Medicare Access and CHIP Reauthorization Act (MACRA) repealed the Sustainable Growth Rate payment methodology for physician practices. The proposed rule, which is anticipated to be finalized in the November 2016 final rule, merges major features of the Physician Quality Reporting System (PQRS), Electronic Health Record Meaningful Use (EHR MU), and Value Based Payment Modifier (VBPM) program requirements into a new payment incentive program called the Merit-Based Incentive Payment System (MIPS).

CMS proposes to use the PQRS CAHPS survey in the MIPS program, but will refer to the survey as the MIPS CAHPS survey. Survey items, structure, and process will remain the same pending evolutionary changes through rulemaking. CMS has proposed that the MIPS CAHPS submission would be voluntary in 2017. The survey will be administered annually; surveys distributed November 2017 through February 2018 will impact the 2019 payment determination under MIPS. Interested eligible clinicians (ECs) must register to participate by June 30, 2017.

As CMS-certified vendor to administer PQRS CAHPS in 2016, Press Ganey anticipates being a CMS-certified vendor to administer MIPS CAHPS in 2017.
